getDefaultScheduleTime(timeZone: string, now?: Date): string
Default schedule time paired with getDefaultScheduleDate for the same timeZone.
Parameters
- timeZone: string
  IANA timezone name.
- now: Date = ...
  Reference instant (defaults to current time).
Returns string
HH:MM time string for the next whole hour (may be 00:00 on the next calendar day).
