Replaces the interim tail of the live paragraph.
Parameters
- blocks: CaptionBlock[]
  Listener transcript.
- input: { text: string; ts: number; now: number; blockId: string }
  Interim text, hub timestamp, arrival time, and a paragraph id to use if one must be opened.
Returns CaptionBlock[]
Updated transcript.
