Appends a finalized caption unit to the live paragraph.
Parameters
- blocks: CaptionBlock[]
  Listener transcript.
- input: { id: string; text: string; ts: number; now: number; blockId: string }
  Segment id, finalized text, hub timestamp, arrival time, and a paragraph id to use if one must be opened.
Returns CaptionBlock[]
Updated transcript.
