isTranslationReady(input: TranslationCapabilityInput): boolean
Returns whether captions/translation may run for this channel owner. Needs STT credentials plus the selected text-translate provider (unless Soniox).
Parameters
- input: TranslationCapabilityInput
  Stored capability fields for one user channel.
Returns boolean
True when translation is ready.
