getRuntimeSecretsForUser(userId: string): Promise<LiveTranslationRuntimeSecrets>
Loads decrypted secrets for the owning channel (never expose to clients).
Parameters
- userId: string
  Owner user id.
Returns Promise<LiveTranslationRuntimeSecrets>
Runtime secrets, or null when channel missing.
