Whether the livestreams list should poll while the page is open.
Parameters
- livestreams: readonly Pick<Livestream, "status" | "scheduledStartTime">[]
  Current livestreams from the list API.
- nowMs: number = ...
  Reference time in milliseconds (defaults to Date.now()).
Returns boolean
True when at least one row is in the near-term reconciliation window.
